Subsidiary Legislation (Regulation) Bill, 2015

LONG TITLE

A BILL FOR AN ACT TO REGULATE ALL FORMS OF SUBSIDIARY LEGISLATION, OTHERWISE KNOWN AS DELEGATED LEGISLATION, WHICH INCLUDE REGULATIONS, ORDERS, RULES, NOTICES, BY-LAW ETC TO ENSURE THAT THE SUBSIDIARY LEGISLATION IS MADE CONSISTENT WITH THE OBJECTIVES OF THE ENABLING LAW AND FOR RELATED MATTERS

EXPLANATORY MEMORANDUM

 This Bill seeks to regulate all forms of subsidiary legislation, otherwise known as delegated legislation, which include Regulations, Orders, Rules, Notices, and Bye-Law etc. to ensure that the subsidiary legislation is made consistent with the objectives of the enabling Law and members of the public are properly carried along.

We are going to discuss the content of this Bill on a later date. I can assure you that, it is a powerful Bill that will erase organizational impunity and duplicity of regulations. Case in point is the "Park and Pay" Federal Capital Territory Regulation; This Bill seeks to protect such regulations and ensure subsidiary legislation are in conformity with the National Assembly Act establishing the organization issuing such regulations.

Prevention is always better than mitigation
